Plymouth agrees to manage Torbay’s failing children’s services

Plymouth City Council has agreed to take on full managerial responsibility for the ‘inadequate’ children’s services in Torbay.

Last April, a report from the Children’s Services Commissioner ordered Torbay to enter into a contractual arrangement with Plymouth in order to improve children’s social care services.

Plymouth City Council has now approved the plans, which will come into effect from 1 April.

Cllr Terri Beer, Plymouth's cabinet member for children and young people said: This is an exciting example of sector led improvement with two authorities working together to deliver improved outcomes for our children and young people. I’m extremely proud that Plymouth will now be supporting our colleagues in Torbay.

'I know that we are in strong position to provide management leadership on the next stage of Torbay's improvement in children's services, as we have faced similar challenges ourselves in the past.'

The Department for Education will provide a grant of just over £1.4m to cover the costs of the arrangement.

Plymouth City Council and West Lindsey DC announced significant management overhauls last week.
