Ministers' insistence on a directly-elected mayor for areas seeking fresh powers is ‘fast appearing on the horizon as a major stumbling block for English devolution', an expert has warned.

The Government has expressed a strong preference for the mayoral and combined authority model, with its ideal footprint bigger than a single county.
